ASSIGNMENT DESCRIPTION

The Association of Local Authorities of Tanzania (ALAT) is a membership association. ALAT’s 133 members comprise all urban and district councils in Tanzania mainland. The association’s objectives are to:
• Foster and promote smooth Local Government development in Tanzania;
• Maintain and further the interests, rights and values of Local Authorities in the country; and
• Represent Local Authorities views at national and international level

ALAT has the mandate to:
• Provide a forum for members to exchange views and experiences;
• Lobby and advocate for policy and legislative changes on matters likely to affect local authorities;
• Disseminate relevant information, best practices, experiences and lessons learnt to members;
• Make representations and proposals to the Government on behalf of members;
• Provide expert advice to members and facilitate south-south and south-north cooperation programs.

ALAT approached Sida for support to the institutional development of ALAT and an institutional support project for three years has been agreed on. A special aspect of this institutional support project is support to community-based natural resource management institutions and the promotion of best practices. This presents the perfect opportunity for ALAT to engage more closely with lower level government authorities in the facilitation of the implementation of the Decentralisation by Devolution policy, as they explore self-sustaining and self-governing ways of service delivery

The specific objective of this project is to strengthen the institutional capacity of ALAT through the provision of support for institutional development and community based natural resource management and promotion of best practices.

ALAT contracted ORGUT to provide technical assistance for supporting community-based natural resource management and promotion of best practices for a three year period.
