Consulting Services to the Fostering Agricultural Markets Activity

The Chemonics International (lead)-ORGUT association won the contract for implementation of the USAID and Sida funded Fostering Agricultural Markets Activity (FARMA) project 2009–2012. FARMA supports rapid, sustainable and socially broad-based economic growth through an expanded environmentally sustainable production, processing and sale of value-added agricultural products. The programme offers tailor-made and demand-driven assistance to farmers, agricultural associations, cooperatives, food processors, market integrators and SMEs in a variety of agricultural sub-sectors and helps remove constraints along the entire value chains. Bosnia and Herzegovina is challenged to exploit its agricultural comparative advantages and create products that can meet the food hygiene and quality standards of mature international markets and develop brands, robust enough to compete with regional and international imports. To take better advantage of already identified domestic, regional and international market opportunities, FARMA particularly builds the capacity of producers, processors and other agribusiness stakeholders to withstand pressures from the Central European Free Trade Agreement and EU accession process. The sub-sectors for interventions selected at the onset of the programme are fruits and vegetables, medicinal and aromatic plants, non-timber forest products and dairy. Regardless of sub-sector, environmental sustainability, focus on organic high-value products and inclusion of marginalised social groups in the value chain are promoted.

FARMA also contains a strong policy component. To increase government transparency and farmer representation in the agriculture sector, it works towards enacting farmer-driven policies and increasing farmer-led advocacy efforts. Private sector driven policy assistance is provided in cooperation with farmer-associations, cooperatives and SMEs to create a generally more conducive policy environment for market-demand oriented and efficient agricultural production and food processing in Bosnia and Herzegovina.

All delivery of technical assistance in FARMA is based on a demand-driven approach, providing the greatest potential for substantial results and sustainable impact. ORGUT provides international short term technical assistance and consulting services in all sub-sectors from environmentally sustainable primary production, processing and local marketing to creating access to European markets, export-promoting initiatives, alignment of products with EU standards and requirements and institutional twinning arrangements with other European countries. The team of advisors is actively promoting the mainstreaming of pro-poor approaches, adherence to good governance and practicing of ethnic and gender sensitivity.
